PLEASE TAKE NOTICE that the Town Board of the Town of Franklinville will hold a public hearing on Tuesday, September 8, 2026, at 7:01 p.m., or as soon thereafter as the matter may be heard, at the Franklinville Town Hall, 11 Park Square, Franklinville, New York, to consider the adoption of the following proposed Local Law:
Local Law No. 2 of 2026 – A proposed Local Law amending the Town of Franklinville Zoning Law to establish a temporary moratorium on Data Centers, Artificial Intelligence Computing Facilities, Cryptocurrency Mining Facilities, and Similar High-Intensity Computing Uses.
The purpose of the proposed Local Law is to establish a temporary twelve (12) month moratorium on the acceptance, processing, and approval of applications for certain high-intensity computing facilities while the Town Board studies and considers appropriate amendments to the Town of Franklinville Zoning Law.
The proposed Local Law is available for public inspection during normal business hours at the Office of the Town Clerk, Franklinville Town Hall, 11 Park Square, Franklinville, New York.
At the above date, time, and place, all interested persons will be given an opportunity to be heard.

PROPOSED LOCAL LAW NO. 3 OF 2026
SOLAR ENERGY SYSTEMS
PLEASE TAKE NOTICE that the Town Board of the Town of Franklinville will hold a public hearing on September 21, 2026, at 6:30 p.m., at the Franklinville Town Hall, 11 Park Square, Franklinville, New York, regarding proposed Local Law No. 3 of 2026, entitled “A Local Law Regulating Solar Energy Systems in the Town of Franklinville.”
The proposed Local Law would repeal and replace Local Law No. 4 of 2019 and establish updated regulations governing Solar Energy Systems within the Town of Franklinville.
The proposed Local Law establishes standards and requirements relating to, among other matters, the siting, design, construction, operation, maintenance, and decommissioning of Solar Energy Systems; Tier 1, Tier 2, and Tier 3 Solar Energy Systems; agricultural and environmental protections; setbacks and screening; noise and visual impacts; road and infrastructure protection; emergency planning; financial security and decommissioning; and reimbursement of certain Town costs associated with review and oversight of Solar Energy Systems.
The purpose of the proposed Local Law is to promote the health, safety, and general welfare of the Town and to provide standards intended to protect agricultural resources, neighboring properties, rural community character, natural resources, municipal infrastructure, and Town taxpayers while regulating Solar Energy Systems within the Town.
A copy of proposed Local Law No. 3 of 2026 is available for public inspection at the Town Clerk's Office, 11 Park Square, Franklinville, New York, during regular business hours.
All persons interested in the proposed Local Law will be given an opportunity to be heard at the public hearing.

Full-Time Highway Department Driver/Laborer
The Town of Franklinville is accepting applications for a full-time Highway Department Driver.
Starting Pay: $24.62 per hour
Minimum Qualifications & Requirements:
* Must possess a valid New York State Class A or Class B Commercial Driver’s License (CDL).
* Must be able to safely operate highway trucks, snowplows, and other highway equipment as assigned.
* Must be available for on-call, overtime, early morning, evening, weekend, and holiday hours as needed, particularly during snow and ice events and other highway emergencies.
* A pre-employment drug test is required. The successful applicant will also be subject to random drug and alcohol testing in accordance with applicable federal and Town requirements.
* Must be able to perform the physical duties associated with highway work, including outdoor work in varying weather conditions.
This is a full-time position with benefits, subject to applicable Town policies, collective bargaining provisions, and Cattaraugus County Civil Service requirements.

The purpose of the meeting is to discuss and consider approval of:
- A Fuel Depot Usage Agreement between the Town of Franklinville and the Franklinville Fire Department; and
- The appointment of two new cemetery workers.

NOW HIRING – CEMETERY WORKER
The Town of Franklinville is accepting applications for a Seasonal Cemetery Worker to assist with general grounds maintenance and cleanup at Mount Prospect Cemetery, Cadiz Cemetery, and Case Lake.
Position Details:
• Approximately 15 hours per week, with potential for additional hours depending on the time of year and workload
• Duties include mowing, weed eating, raking, debris removal, branch cleanup, and general upkeep of cemetery grounds
• Responsibilities also include digging graves for cremations and being onsite during funerals
• Seasonal tasks may include spring cleanup and ongoing maintenance throughout the summer and fall
Qualifications:
• Ability to perform outdoor physical labor in varying weather conditions
• Experience with basic groundskeeping equipment preferred
• Dependable and respectful demeanor
Compensation:
• $17–$19 per hour, based on experience
